Billy Wayne Penn, 82, of Amarillo, Texas passed away peacefully on April 29, 2021.

Bill was born on October 29, 1938, in Happy, Texas to William and Alice White Penn, who preceded him in death.

He is survived by his wife, Sandra Davis Penn, whom he married on July 10, 1970. Survivors also include a brother, David (Kay), of Sulpher Springs, Texas; sisters-in-law, Linda Stephens, of Sparta, Tennessee, Sharon Crews, of Amarillo, Texas; and Thava Merrett (Paul), of Las Cruces, New Mexico; as well as many beloved nieces and nephews.

Preceding him in death were his sisters, Faye Noel, Charlotte Weaver, and Mary Alice Penn; and brothers, George Penn, and Tommie Penn.

He was a 32-year charter member of the Amarillo Lonestar Lions Club where he served in many capacities including president, Camp Liaison, Chairman of the Golf Tournament Fundraiser, Chairman of the Christmas Project for 27 years, and Meals on Wheels for 27 years. He received the Lions International Melvin Jones Award for 2005-2006.

Bill was a member of Coulter Road Baptist Church where he served as a deacon as well as in many committees throughout the years. He sang with the Joy Singers at various nursing homes in the area. Sandra and Bill received the Yearly Outstanding Service Award, His Heart, My Hands.

He served in the U. S. Army with a tour of duty in Vietnam as an aircraft mechanic.

He retired from Amarillo College as Director of Facilities and Maintenance.

Upon retiring, Sandra and Bill loved traveling and made many wonderful trips across the U. S. in both their RV and otherwise. The RV lifestyle with games, exploring, and socializing was a source of great enjoyment. They especially enjoyed the annual Stephens reunion each July at Defeated Creek in Tennessee.

Bill loved square dancing with Sandra and once served as State President. He loved watching Jeopardy with his mother-in-law, Elva Davis, who preceded him in death.

Bill was a solid example of a good man with a servant’s heart.

Viewing will be available from Noon until 5:00 P.M., Sunday, May 2, 2021, at Boxwell Brothers Funeral Home, 2800 Paramount Blvd.

The family will receive friends from 12:00 P.M. – 1:00 P.M., Monday, May 3, 2021, with the service to follow at 1:00 P.M., at Coulter Road Baptist Church, 4108 S. Coulter, Amarillo, Texas, with Pastor Mike Dickey officiating. Military honors and interment will follow at Memory Gardens Cemetery, I-27. Arrangements are by Boxwell Brothers Funeral Directors.

Pallbearers are Tom Wilkins, Jim Benton, James Wells, Bill Walton, Mike McCormick, and Tommie Cox. Honorary Pallbearers are the Coulter Road Baptist Church deacons.

Memorials may be made to Meals on Wheels.

  1. Love and prayers to Sandra and family. Bill was a wonderful man, with a servants heart. I was so blessed to know him. He will be missed.

  2. Bill was loved by so many and will be missed. Bill and Sandra were an entraguil part of the Amarillo Lonestar Lions Club. They were my most special couple and worked together as one servants heart.
