He was born June 3, 1948, in Amarillo, Texas to Nancy Belle Colley of Amarillo and Matt Webb of Middle Tennessee. Colley was a sports enthusiast, an outstanding cook, a fine entertainer, and a pet lover. He volunteered his time and resources with several organizations, including years building costumes and traveling with the Kwahadi Dancers of Amarillo.
